Homeowner Responsibilities
Lines 1″ and smaller
- Typically residential, irrigation, and some smaller businesses

- CCU will make the water tap at the main, install a 1-inch service line, meter pit, and appurtenances.
- CCU owns and maintains the service line from the main up to and including the water meter.
Developers/Subdivisions
The contractor building subdivision will install water mains and CCU’s portion of the water service lines, including water meter pits. Developers donate completed water mains, services, and pits to CCU at completion of project, so maintenance becomes CCU’s responsibility. View our Utility Standards.
Lines larger than 1″
- Typically commercial or industrial

Tapping Sleeve & Valve
- Contractor installs
- CCU observes pressure test (15 minutes at 150 psi)
- CCU makes tap
- CCU owns/maintains
Service Lines
- Contractor installs
- Property owner owns/maintains
- Domestic, fire line or both
Service Meter or Vault
- Contractor installs
- Must meet our Utility Standards
- CCU inspects for cross connection & backflow
- CCU provides meter, contractor installs
- Property owner owns/maintains everything but the meter
